And non-Japanese companies allege that Japanese markets are closed. Moreover, concerns about fairness are not confined to business. Labor complains of social dumping, competition from foreign products produced in countries with particularly lenient labor and social standards. Environmentalists complain of ecodumping, competition from companies in countries with lax environmental protection standards.

Today more than 20 million global Internet users share knowledge, insights, and emotions as easily as residents of a small town did a generation ago. With increased travel and improved communications, not only the issues but also the actors have been internationalized. Citizens, firms, and associations are linked internationally in relationships that sometimes bypass and sometimes pressure their national governments. Organizations and associations pursuing particular agendas cooperate internationally, strategically forming alliances to pressure national and international governments to promote their interests.

Currently, we can see that particular political forces have aligned themselves in these positions. Sustain Shallow Integration Many observers doubt that new international cooperative efforts are needed or feasible. They would prefer to concentrate on reinforcing agreements to keep border barriers low, perhaps out of concern about preserving national diversity, perhaps out of faith that market forces alone will achieve the best results.
